The momentum created did not lead to an increase in activities as envisaged. The reasons are complex. But the project remained below potential and capacities. The project realigns its implementation approach by keeping a low profile and position itself as a contribution to incremental change that will serve as both a platform and a stimulus for broader transformation to come. Leaving the trial-and-error phase behind, the project starts to focus on impact. A portfolio of activities emerges, from low-risk bread-and-butter further education to the ambitious implementation of a Management Information at the beneficiary.
